I have a lot of this game called River City Girls Zero, because it's such a cinematic game for a SNES beat em up. I have no idea what anyone was saying but the art in the cutscenes of every level is very captivating.
Some guys break out of jail and meet up with their girlfriends and then just beat the shit out of everyone in town.

People have commented before that some of these sceenshots look smudged and they're not completely wrong. For a pixel art purist it's probably awful. But like you said, I play a lot of romhacks and I just got used to the effect and didn't really think about it.

Every time I see a screenshot of Armored Core, I remember when I got to play the game very briefly at my local Target when I was a kid. It was such a cool and futuristic experience

Filters make more sense for romhacks, imho. I would be surprised if hacks were not made with filters in mind, honestly. And even if they weren't, a lot of them mix up graphics from different places anyways, so at least the filters can help give them a sense of style and cohesion
